Provide leadership and coaching to a team of FISP Specialists/Technicians fostering a culture of excellence and accountability. Provide highly specialized workforce and organizational effectiveness functions. Responsible for managing aspects of program implementation, operations, management reporting and contract oversight. Collaboration with FISP Director to develop and implement program strategies, ensuring efficient utilization of resources and timely achievement of outcomes. Oversee data management and analysis activities, leveraging insights to inform decision-making and drive continuous quality improvement initiatives. Serve as the program's liaison with IDCFS, Child Welfare Contributing Agency management, the Office of Learning and Professional Development and other collateral entities.<h4><span style="font-family: "Segoe UI""><font size="2">Duties & Responsibilities</font></span></h4><ul><li><span style="font-family: "Segoe UI""><font size="2">Serve on the senior administrative team of the statewide Field Implementation Support Program contributing to strategic planning and decision-making processes. </font></span></li><li><font style="font-family: "Segoe UI"" size="2">Manage all operational tasks for the assigned team of Specialists/Technicians providing direct supervision to assure staff meet programmatic and departmental expectations.</font></li><li><span style="font-family: "Segoe UI""><font size="2"><font style="font-family: "Segoe UI""> </font>Evaluate operational efficiency and effectiveness identifying areas for improvement and implementing solutions to enhance performance. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Conduct on-boarding and pre-service preparation for Specialists/Technicians; track and collect staff reports.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Implement team quality assurance practices and ensure team quality improvement. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Collect, analyze, track and evaluate internal and external data in addition to data from the field to inform program decisions, recommend new initiatives and training proposals. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Author program protocol and procedures, management reports and training curricula.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Remain current regarding emerging trends, research findings, and best practices in relevant subject matters, incorporating new knowledge into program activities and initiatives.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Participate and represent the program in various office, division, IDCFS meetings and training conferences as assigned. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Serve as a liaison between the university and statewide program on programmatic issues. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Represent the Department and University at conferences, symposia, trainings, and other public venues regarding topics related to the FISP program’s goals and objectives and relevant subject matters of expertise and data. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Collaborate with internal teams, programs and departments to develop training materials, resources, and tools to support program and practice implementation and capacity building efforts. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Partner with IDCFS regarding transfer of learning strategies for training programs and work collaboratively with the Office of Learning and Professional Development and other collateral entities.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Provide consultation and promote Departmental initiatives and practice improvement with key stakeholders.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Provide outreach, consultation, support, training, professional development and coaching to field service managers, middle managers, agency executive leadership, area and regional administrators throughout the state.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Utilize assigned IDCFS/UIUC equipment (laptop, jetpack, copy, scan and LCD projectors, presenters, smartboards, and audio/video equipment), software programs, virtual platforms, various Microsoft Office products, Share Point, Excel, Qualtrics/Survey Monkey and D-Net appropriately and with proficiency as directed and required.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">As required, utilize various training functions of the IDCFS Learning and Development Center online learning management system.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Other related duties to further the mission of the unit as assigned.</font></span></li></ul><br><h4>Travel Requirements</h4> Statewide travel required.<h4><span style="font-family: "Segoe UI""><font size="2">Minimum Qualifications</font></span></h4><ul><li><span style="font-family: "Segoe UI""><font size="2">Master’s degree from an accredited college or university with course work in Social Work, Psychology or other recognized professional degree in human services.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Professional experience of six (6) or more years in a public-sponsored, agency-based child welfare setting within a state system or its community partner agencies, providing direct child welfare casework services including Intact Family Services, Permanency/Foster Care, Investigations/Child Protection, Integrated Assessment, Child Welfare curriculum-based training facilitation/management, or other comparable human service experience.</font></span></li><li><span style="font-family: "Segoe UI""><font size="2"> Three (3) of those years must include responsibility for supervision of child welfare direct service staff and/or management of child welfare services or other comparable human services. Other leadership experience will be considered. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Experience with applying learning methodologies, such as coaching, transfer of learning, group facilitation, motivational interviewing, training and curriculum development. </font></span></li><li><span style="font-family: "Segoe UI""><font size="2">Possession of an appropriate and current Illinois license as a Licensed Clinical Social Worker (LCSW) or Licensed Clinical Professional Counselor (LCPC) at the time of hire. </font></span></li></ul><h4><span style="font-family: "Segoe UI""><font size="2">Knowledge, Skills and Abilities</font></span></h4><ul><li><span style="font-family: "Segoe UI""><font size="2">Working knowledge of effective leadership practices, organizational change management strategies and implementation science.</font></span></li><li>Working knowledge of established training, coaching and transfer of learning methodologies. </li><li>Working knowledge of motivational interviewing, case study and clinical case presentation methodologies. </li><li>Working knowledge of established evidence-informed child welfare practices and clinical interventions related to trauma and child maltreatment within family systems. </li><li>Working knowledge of child and adolescent development, issues related to diagnosis and co-morbidity, and other behavioral health issues. </li><li>Working knowledge of the Illinois Core Practice Model and family-centered, trauma-informed and strength-based practice application. </li><li>Working knowledge of diversity, equity, and inclusion philosophy and practice.</li><li>Strong leadership and supervisory skills, the ability to critically think and problem solve, proficiency in data analysis, program evaluation and report writing.</li><li>Excellent communication and interpersonal skills and the ability to collaborate effectively with diverse stakeholders.</li></ul></span><h4><span style="font-family: "Segoe UI"">Appointment Information</span></h4><p><span style="font-family: "Segoe UI"">This is a 100% full-time Academic Professional position, appointed on a 12-month basis. The expected start date is as soon as possible after the search posting closes. The budgeted salary range for the position is<strong> $78,000- $82,000.</strong> Salary is competitive and commensurate with qualifications and experience, while also considering internal equity. This position is not eligible for any type of sponsorship for work authorization.
